The current file organization was created based on data at NPS, but it might not fit the data sets that our larger user-base has and wants to access. For example, where should we put

• baythemetric data,
• hazard and disaster data,
• weather data,
• fema projects data, or
• others we don't know yet?

This milestone is to organize all data management (uploading, moving, creating new repos, new folders, etc.) so the GitLab has the right structure for everyone to access and share everything they have.
