Making autopilot_bridge work with an installation target

This allows it to be installed for use with SITL.

However the code makes assumptions about the module layout so this should not be merged as is.

This adds the installation targets needed for #1

And tfoote_osrfoundation.org/autopilot_bridge@201f2392 is a workaround to let it work from the installed location.
