Fix master.launch

Foote, Tully requested to merge tfoote_osrfoundation.org/autonomy-payload:fix_master_launch into master

This fixes master.launch to reference the new location of tactic_interface.py and it also make sure to install the script too.

To be able to launch this without the autonomy_itar the last include must be commented out still. I'm using a branch with that line commented out for now.
